I live in Scranton, Pa why does my box 19 have two different numbers?

Box 19 says $287.51 and $153.00.

You may have to ask your employer, but theis is what the city has to say:

 

Residents of Scranton pay a flat city income tax of 3.40% on earned income, in addition to the Pennsylvania income tax and the Federal income tax.

Nonresidents who work in Scranton pay a local income tax of 1.00%, which is 2.40% lower than the local income tax paid by residents.

Scranton Income Tax Information:

In addition to the percentage of income, a $52 surtax per year is collected.

A common explanation is you worked in two different cities and city income tax was withheld for each.  The name of the taxing city is usually in box 20 next to the amount in box 19.
