I live in Ohio and work in PA. Local income tax was taken in PA. My locality in Ohio does not tax. Can I claim the PA local tax as a credit on my Ohio state tax?

No. If you lived in an Ohio city with a tax, that city (probably) would have given you a credit. But, you cannot claim a credit on either the Ohio state or School District returns.
