I live in NJ but I work in PA specifically Philly. On my W-2, box 15 states PA, is this wrong and did I have PA taxes taken out?

Box 15 states- PA

Do I have to file a non-resident PA return? When I went to claim only NJ, it stated that I owed NJ taxes which is when I thought something was wrong.

Check with your employer to determine if they took PA state taxes out (which they should not have).  If they didn't, ask them to send you (and the IRA and state) a corrected W-2.  If they did take PA taxes out, you'll have to file a PA nonresident return to get them back.

 

Also check you pay stubs to see if any state taxes were withheld.  They should have withheld Phila City Wage tax only, but not PA nor NJ.

Is there an amount in Box 17 of your W-2?

I have the same issue, live in NJ, work in Philadelphia, PA the entire year. On W2, box 15 says PA and box 17 has thousands of dollars listed. Also, box 19 has thousands listed and box 20 says Philadelphia. 

Do i file a PA state return claiming zero wages to get back those thousands of dollars from PA. And then on my NJ state return, use the box 19 Philadelphia money as a tax credit to NJ’s taxes???

File a non-resident PA return on which you allocate zero income to PA, in order to have the incorrectly withheld PA taxes refunded.

Follow the prompts on the NJ return to claim the credit for the Philadelphia city income tax.

File PA Form REV-419 with your employer to stop the PA state withholding.  Here's a link to that form:
