I live in Idaho but worked only in Oregon for all of 2016. What should I file?

You will file 2 state returns ... first complete the non resident OR return then the resident ID return  IN THAT ORDER !    Doing so gets the correct credit for the OR taxes paid onto the ID return correctly.

Same situation here but for 2019. I haven't filed either yet but both are ready to go. Right now it looks like my OR refund is only half of what I will owe ID. Does that sound right?

ID and OR have different tax rates so that could account for a difference.  However, you should check that you have entered the amounts correctly to get the proper credit in your ID return.  Once you complete the OR return and get to the summary page, take note of the income that was taxed and the amount of the tax paid to OR.  Then, in the ID return, you will get to a page in the interview asking you for those two numbers.
