it give me the message below and tells me that I need to fix an error

Sch OSC (1): State Code is not a valid state for this credit. You must claim a refund by filing a DC nonresident request for refund return (D-40B).

If you have income from the District of Columbia and you meet the criteria for exemption from DC income tax under reciprocity provisions, you can’t claim this credit. If your employer withheld DC income tax from your wages, file the D-40B Nonresident Request for Refund to request a refund of the amount withheld.

Delete Schedule OSC.

  1. From the left rail menu in TurboTax Online, select Tax Tools
  2. On the drop-down select Tools
  3. On the Pop-Up menu titled “Tools Center,” select Delete a Form
  4. Scroll down to the form you want to delete
  5. Select the Form
  6. Click on Delete.

It keeps saying that I was a part time resident of DC which I was not. How do I go about changing that so I stop getting that error?

To change your residency status, go over your DC return from the beginning. The first screen, We've recommended a residency status, allows you to Change Residency. Select Nonresident Request for Refund (Form D-40B).

Your residency information is entered in the Personal Info portion of your federal return but yes, also on the screen titled We've Recommended a  Residency Status in the DC flow.
