I have two out of state localities that withheld taxes. How do I enter both of them on Turbo Tax ? This year there is only one line.

My state is Indiana. The two localities are located in Kentucky.  LouMetNR and Jeffersontown.

Combine the two amounts.  Both KY localities are taxing your income separately on the same income, but the combined amount may be reported on your Indiana return for the credit for Local Taxes paid to another state.  The screenshot below will assist you in entering this into TurboTax:
