I have a New York learner's permit that has expired. It does not count as state issued ID right? If I don't have that, what will be affected and can I file?

Hi, According to the NY State Department of Taxation and Finance, "We accept information from your most recent driver license or non-driver ID. The ID can be active or expired. If your ID is expiring, we will accept the return."
