I had to previous file 2 state returns louisiana and ny this year i had no income from ny except 1 1099r i had fed tax taken out but no state tax. in box 13 it has NY but no payers state number need i file a NY state tax return for this ? it was 141.00

If you are saying that you had $141 of income from a 1099-R and this was the only income you had from NY and you are not a resident of NY, then no, you don't have to file a return for NY.
