I had gambling winnings in Oklahoma and I live in Arkansas but my state taxes are having me file in both states, I am not sure why I need to file in both states?

Both states are allowed to tax this income.  Oklahoma is allowed to tax you because you received the gambling winnings there.  Your resident state (AR) is allowed to tax all of your income regardless of where you earned or received it.  However, to reduce the effects of double-taxation, your resident state (AR) will allow you to claim a credit for the taxes you pay to Oklahoma on your gambling winnings.
