I got a Sch K-1 and included was state of Colorado K-1 with box check SALT PARITY ELECTION

The State of CO  K-1 accompanied  the Federal K-1. Similar to other MLPS .  On the CO k-1 it says SALT PARITY Election Box is checked. Does this mean I have to file a State of Colorado return (all income was from CO) 

I would be a non  resident partner

Yes. According to the Colorado Department of Revenue, "Each partner or shareholder must file their own Colorado income tax return."
