You mean the California tax refund and the Federal tax refund arrive at the same time?  No.

The state and federal are totally separate tax authorities and process their tax refunds separately.   The state tax refund is sent by California and the federal tax refund is sent by the IRS.

the same would be true if there were multistate returns.  each one pays separately on their own schedule.
