I filed my federal and state ND and CO but turbo tax didnt save the state reurns and wants me to buy the State again before I can review my federal agan

Are you reinstalling the program and need to download the states to open your return?

If you upgraded to a higher version or bought extra states they should be in your Turbo Tax account downloads, or you will need to ask support for them again,
