If you maintained your permanent residence in OH and your only WV income is from wages, then you will not have an WV nonresident state income tax filing (unless WV withholding were taken out of your pay (see below). You will instead include all income (including WV source wages) on your OH resident state income tax return.

If you have no WV filing requirement, please make sure that under the personal info section of TurboTax, you select "NO" for the question " Did you make money in any other states?" (screenshot)

OH and WV have what is called a state reciprocal agreement. This allows nonresidents to not have state withholding taxes taken out for wages earned in the state.

If WV withholding were taken out of your wages, you will not be able to claim a state tax credit in OH for these WV withholdings. Instead, you will need to file a WV nonresident state income tax return to claim a refund.

In order to get the full refund of your WV state income tax withholdings, you will need to file a nonresident WV return but report zero "0" income from WV (even though you do have WV wage income). You need to file your WV return this way because OH does not allow a credit for tax paid to a reciprocal state on wages, salaries and commissions. If tax was withheld by a reciprocal state (WV), you must file directly with the state for a refund of those taxes. You must mail in this WV nonresident state income tax return and include your state W-2 information. You will want to include an explanatory statement with your WV return stating your situation (that your WV employer withheld WV taxes from your wages in error).

Here is additional information about filing in multiple states (select "see more answer" to view the entire attachment)
