did you use online TT in 2016 and prepare state return but just not file it. if so, you may need to pay to print out the form and mail it in.
if not, online preparation is no longer available for 2016, you you'll need to download the software, add state return. download the .tax 2016 file so you'll have most of the info for the state. then you'll need to pay and add the state program
can't be efiled
mail it in with any withholding forms and use method where you get proof of delivery. if there a balance due send in payment or pay through website. the state will bill you for any penalties and interest. There should be none if you are due a refund.
