I efiled Federal and NJ. I received a revised W2. I generated a 1040-X. I can't find a NJ-1040-X on turbotax. With the new W2, I now owe 39$ to NJ. I should I proceed?

Yes you will need to file an amended return to both the IRS and the state of NJ. To amend your state return https://ttlc.intuit.com/replies/4653469
