Could be that the Alabama state program is not yet available. Since you had AL state taxes withheld from your wages you should be able to complete and file a non-resident AL state return to get a refund of the taxes withheld.

If you lived in Alabama then your income earned in Tennessee is taxable on your resident Alabama state income tax return.
Or if you actually lived in Tennessee for all of 2018 then you would file a non-resident Alabama tax return.
When using TurboTax you would have to indicate in the My Info section that your resident state is Tennessee and that you did not live in any other states and did not earn money in any other states.
Is this your situation?
I did that but it's automatically filling it out and saying I had taxable income. AL screwed me last year (Was partial resident) and I put in amount in box 16, AL said that wasn't my income, they don't count 401k
If you entered in the My Info section of the program that your resident state is Tennessee and did Not indicate you lived in any other states or worked in any other states, then the program would not provide an Alabama state tax return.
If there is a AL state return then delete that state. Also, you should not be filing a Tennessee state return unless you are receiving interest from bonds and notes and dividends from stock (Hall Income Tax)

Have you received your W-2 for 2018? If so, does it have AL state income taxes withheld? That would indicate to the program that you needed to file an Alabama non-resident state tax return.
I was doing AL because they held out taxes on my income. I changed my address at work shortly after the beginning of the year to TN, AL kept taking taxes out. I was going to file return cause I should get that back. When I go to do non-resident it says it will ask if my income was in which state, it doesn't ask that question. It asks all sorts of questions about trying to get deductions and at the end it says I have taxable income
.......it really wasn't AL that kept taking taxes, it was your employer that withheld them, and sent to AL...the Employer needs to get that stopped if you started actually living in TN....if AL taxes are still being withheld, someone at your employer's Payroll dept needs to stop it...talk to them ASAP.
I have told them several times. I'll be sure and get with them again if it hasn't changed
