That is probably a typo.  Review your W-2 entry in TurboTax.  If the number in Box 19 is really more than half of the number in Box 18 or 16, you are going to need to get a corrected W-2 from your employer.

  • Open or continue your return.
  • Select the search icon at the top of the page and search for W-2 and select the Jump to link.
  • Select Edit next to the W-2 that needs review

It is not typo, there are no wages reported on my form but I did pay local tax.

any number is more than half of zero.

You can't file a W-2 like that one.

do you have two or more w-2s from that company?

move some income from one to the other one showing zero.

Be sure to move at least 2 x the amount in Box 19.

I am having the same issue.  My W2 does not have any amount in Box 18, but I did pay local taxes in Box 19.  I already submitted my taxes for 2020 successfully back in March 2021.  I found another form to add to my taxes and now when I try to amend my taxes, TurboTax will not let me submit for the box 19 error.  I have typed it in exactly as my W2.

For California W2s, some payroll processors report CASDI/VDI in Box 19.  If this is your case, enter in Box 14 on the TurboTax W2 screen and enter the correct code in the drop-down box.

California does not collect local taxes, so entries in those boxes does create a reject.
