I been resident for many years in CT and every year RI take my taxes

I do not resident in RI and no business of any kind

What reason does RI give you for that, and why are you just questioning it now?  Does this apply:

Also, your screen name suggests that you may be a performer.  Do you ever do so in RI?

Or, did you at one time live or work in RI and owe back taxes there, child support there, repayment of RI unemployment comp, etc?  They can seize your Federal and/or CT refunds for that.
