I am unable Turbotax download to file 2016 taxes however, I am unable to download NY state tax return software

Not sure what you are asking about ... did you buy the 2016 downloaded program ?   

 

Did you buy a CD or a download ?   From whom did you buy the program ?   

 

Did you use the 2016 ONLINE version to complete the 2016 return ?   

 

If so were you able to download the .taxfile from the ONLINE system ?
