I am trying to finish my state taxes (NY) and there is a discrepancy relating to "IT-360.1 TP" and I don't understand what I need to do.

This form is for when you are part-year resident of New York City- if you moved to or from NYC.  Go back to the New York state section and carefully review your entries for New York City and Yonkers, especially the questions if you moved in or out and the dates.
