I am military with my legal residence in Texas. My spouse has legal residence of Georgia. My spouse had no income or W2. Is there a need to file Georgia state taxes?

No. If your wife has no income and is a legal resident of GA, then she will not have to file a married filing separately GA resident state income tax return.
