I am filling out a 1099-DIV Worksheet. The state is automatically on NY but I need it to be on NJ. The field will not let me change the value.

You have to edit the 1099-DIV form on the federal side.    Click on the pencil icon from the Wages & Income summary under Federal Taxes.
