I am Federal employee Bona Fi resident of Puerto Rico (PR). I had withheld/pay Fed Taxes and PR taxes. Can I file form 1116 to get credit for the taxes I paid in PR

I am a Federal Employee, residing and a Bona Fide of Puerto Rico.  In my W-2 the government withheld both Federal and Puerto Rico State taxes.  After I submitted my Federal Tax return, I was told by the "turboTax" equivalent company in PR that I can get a credit for the taxes I paid in Puerto Rico if I file a Form 1116, Foreign Tax Credit (Individual, Estate, or Trust).

Can I do it and how do I do it in TurboTax and when can I submit an amended Fed tax return.

You will have to file an Amended return and take a Foreign tax credit for taxes paid in Puerto Rico.
