I am employed in VA. My company sent me to NY to work. They paid for my hotel room while working there. Does that mean i "maintained living quarters" in New York state?

No.  You didn't maintain anything in NY.  A hotel is not considered living quarters, and even if it was, the company paid for it.  You are a NY nonresident for tax purposes.
