How to respond to letter from Illinois department of revenue

So my mom got a letter from Illinois saying she owe them money because they never received a form IL-1040. Reason for that is because my mom never lived there nor does she remember earning any income from illinois because she did not work there either. I have asked her and she is sure that she did not earn any sources of income from Illinois. The state sent a EDA-131 showing an adjusted gross income but that was all there was beside that is supposedly what she earn in that state? Taxes are really complicated to both of us so if anyone can explain what we can do, please help us. If so, what document can she send to prove that?

She may not have worked in Illinois, but an employer may have reported that she did.  I recommend your mother call the Illinois Department of Revenue in order to sort this out.   They won't speak to you about our mother's tax situation unless you have a power of attorney, or she is on the call with you.  To contact the Illinois Department of Revenue, call 1 800 732-8866 or 217 782-3336. Representatives are available Monday through Friday, 8 am - 5 pm.

That is weird. If an employer did report that she work in another state, that would be more weird because she live in TN and has not done any contract work or any remote work to another state. She only has limited time to respond because she only was aware of the letter. Thank you for the response, we will call the number on the letter and hope for the best that there is some kind of error because she does not remember earning any income from Illinois.
