How to report fedral tax refund on iowa state return

i have repeatedly gone back over my state returns , cannot find a place to enter my tax refund.. for the last two years got a mail from iowa dept of revenue stating that I did not report my fedral tax refund . had to pay interest. Same thing seems to be happening this year

The key was answering "yes" to the question

"Where you required to file an Iowa tax return for 2015?"

I kept answering "no" to this and that bypassed the portion which eventually asks for Federal Refund
