How to file state taxes when you live and work in different state:

my son received a W-2 for MN but there was no withholding, wages less than $1000. Do we need to file a MN state form. We live in WI.

No, he doesn't have to file a MN income tax return. According to the MN Department of Revenue, the 2018 minimum filing requirement for a nonresident, single, under age 65, is $10,650
