How to claim partial resident in a year

we are moving from Texas to Colorado in 2022 May, I want to withdraw from my IRA also next year before the move to avoid Colorado state tax.  What are the steps to ensure that I can claim Texas residency in April 2022, when I withdraw??

There are no steps to follow.  You will be a resident of Texas until you become a resident of Colorado.  When you complete your 2022 Colorado return, you will put that dates that you lived in Colorado.  You will not include the IRA deduction on the Colorado return.

You become a resident of Colorado for tax purposes on the day you begin living in your new domicile - your new main, primary home - in Colorado.
