How or where to file 2016 ohio taxes

2016?   Is that a typo?   You will not be able to use TurboTax to prepare a 2016 return.   See if you can use the forms from the Ohio tax web site, or see a local paid tax professional.  Why are you trying to file a 2016 return in 2023?
