Hi, I am submitting two state tax returns for both NY and NJ. In the NJ state return it never asks me to enter my NJ state tax Withholding and has the wrong value.

Withholding is entered in the federal interview. You enter it on the screen where you enter whatever form the withholding is on: W-2, 1099-R, etc. The withholding that you enter in the federal interview will flow to the state tax return.
