Hello, last year a CPA prepared my taxes and noted under "2019 carryovers" that there is an $800 deductible for state and local taxes. What does that mean?

I'm not sure, but I can tell you there are no carryovers for state and local taxes.  You can only deduct them in the year paid.

If you paid some state or local taxes for 2018 in 2019, you could use them as itemized deductions.

1.  Under the "Deductions & Credits" tab,

2.  Scroll down to "Estimates and Other Taxes Paid."

3.  Click "Show More." and

4.  Select the "Income Taxes Paid" topic.

In that area you can enter state and local taxes paid for 2018 in 2019.
