Hawaii non resident and part year Resident Tax Forms

I closed on sale of a time share in HI 0n 3/13/2024.  The title company sent me statement showing HARPTA 7.25% tax of $1493.50. 

I also received two HI  forms:  N-288A (Withholding on Disposition by Nonresident of Hawiaii Real Property).  One in my name; one in wife's name, each listing $746.75 HI Income withholding and N-288C (Application for tentative refund of withholding on disposition by Non resident of Hawaii real property).  

It appears I should have applied my tax refund before12/31/24 using the N-288C form.  Now I need to apply for a refund of withholding on form N-15.

There was no gain on the sale.  I put the 1099-S form on my Federal return per Guidance from TurboTax. Can I purchase another state return to complete  my return.  I have already done my Federal and state return.

Yes, you can go back to TurboTax and add another state.

Do I need to do a Hawaii "non -res/part year" return BEFORE my state return?

No, if there was not gain and you are filing the nonresident just for the refund of the HARPTA, you do not need to do the Hawaii first, as there will be no tax paid for the credit.
