Has anyone filing in WV been able to submit a "PrepaidTuition.pdf "? This is required by WV in order to deduct contributions to the state's 529 plan.

No, a pdf for contributions is not needed, just the amounts. In your state return when you get to "Adjustments" to Federal Income the following page will appear:

 

Then enter amount in next page and your done your deduction is applied. Mail in return with copies of tuition contributions.

That is how you enter it but the response once you try to file is this.

No, you cannot attach a pdf file, you must print to mail your state return and attach to your West Virginia return. TurboTax only does electronic filing of forms and schedules, not attached pdf's. You can still enter the information in the system for the 529 in WV, but must attach a print out of your prepaid tuition contributions, and mail in.

I am having the same issue. I have been submitting state taxes for years with 529 contributions listed. This is the first time I have had this error with the .pdf. Is this something new that WV is requiring?

 

So there is no way to e-file with 529 contributions? This is all new if so.

The instructions this year, 2022, state on page 26:

Sch M 

LINE 37 CONTRIBUTIONS TO THE WEST VIRGINIA PREPAID TUITION TRUST/ WEST VIRGINIA SAVINGS PLAN TRUST. Enter any payments paid to the prepaid tuition trust fund/savings plan trust. Annual statement must be submitted to support this deduction. If the annual statement is not submitted the credit will be denied.

 

This gives me a couple of thoughts. 

  • The simplest would be to e-file the return and mail the WV Form 8453 with a copy of the pdf statement as an attachment. If you are using the desktop version, you may can select the WV 8453 to print. This is a common method for sending requested items but WV does not show a list of applicable items on the WV 8453. 
  • Otherwise, print and mail the return with the attachment required.

 

Either way:

Do not send the original copy under any circumstances.

Don't be surprised by a letter from the state either denying the credit or asking for the statement again. New changes means new issues. As long as you qualify, you will eventually get the credit.

Just an FYI, this may have changed for 2023.

 

WV just became available on 1/3/24. I received a message that a pdf needs to be attached if contributions were made in order to efile. And it let me upload a pdf document.
