Form 3853 - Will not allow electronic file without ECN - Even though instructions say otherwise

Why does TurboTax say I can electronically file California taxes without an ECN and give me the "Pending" and "No ECN" dropdown but then refuse to file my return unless I fill out the ECN during the review????
