Every year, the state of Ohio takes my state taxes, yet I don’t seem to understand why. I have no debt and every year they owe me a refund so I don’t understand why it’s always taken. W

Since this has been happening for a number of years, you should contact the Ohio Department of Revenue to try to get to the bottom of the problem.  It is possible that there is a mistake in their system.
