I e-filed both federal & state returns earlier this month. The federal had an error (wrong EIN for a 1099-R). The state return was rejected simply because the federal was rejected.
The program suggestion was to fix the federal errors and re-efile. Once the federal has been accepted, I could re-efile the state at no-charge.
I fixed the federal error and re-efiled the federal (but not the state). Once the federal was accepted (that's the status in the "check status"), I went in and attempted to re-efile the state return. The e-file screen only identified that the state could be e-filed (note at the bottom indicated that the federal was already done). Unfortunately, when I attempted to e-file only the state (the only one available to e-file), I got an error page indicating that the federal needed to be e-filed as well - which I'm not able to do.
Please help resolve this (a program bug??) and let me know what to do! I know that I could print and mail but I've already paid to have the state e-filed and that would be a waste of money!

No. The TurboTax program itself is broken. There is currently a notification list to be contacted once the program issue is resolved.
I am receiving the same error, as I selected to file the State later, and simply efiled the Federal because I was in a hurry that night.
I am using Turbo Tax 2020 Premier.
Count me in....I am having the same issue, and would like to know how to fix the problem.
Similar Issue here too.....need to re-efile State that requires copy of Federal. Federal's Accepted, and no option to attach/submit with State.
Same problem. I noticed the check efile status screen shows the Fed return accepted, but on the screen to select to efile the state return it says the Fed return was transmitted, not accepted.

I am having the same problem. I e-filed last month. Federal was accepted and state was rejected. I was unable to access my rejected state file. I went through my Turbo Tax again and reentered (recreated) my 2020 taxes and info. error check says all is good. go to e-file JUST my state one and it says inorder to e-file you must select federal return. It says on the screen that Federal was e-filed and status is accepted already. I only need to e-file the state. How do you get this accomplished?????? Once your federal return has been accepted, you should be able to e-file your New York State return.

I just called TurboTax and they confirmed the this is still not working and that they are supposedly working on a fix. Very poor TurboTax.
I e-filed both federal and NY state and both were rejected because the AGI amount (from last year's paper return) did not match the IRS database (had paper-filed last year and IRS has apparently not updated all of its records yet).
The latter is an IRS issue, but TurboTax should have warned me about this issue in advance of trying to e-file.
I then "by-passed" this problem (as recommended in the community forum) by entering zero for AGI, and I e-filed the federal return again (by itself) and it went through just fine, and was accepted.
Now, I am trying to e-file the NY state return and (much to my surprise) Turbotax will not allow you to e-file the NY state return by itself. When I select e-file NY state, it then tells me I have to go back and also select the federal return to be e-filed along with the NY state one. But, when I go back, there is then no way/option to once again select the federal return. So, bottom line -- there is now no way to e-file the NY state return by itself.
Can't do it by itself and can't reselect federal one to go along with it. I am truly surprised by this, as many people may e-file the federal first and then do the state return later, and this feature is apparently broken. Please fix ASAP -- thanks!
Also affected by this error but, it said my prior years AGI was incorrect on my state return. Now can't correct my state taxes to get them accepted.

If you choose to e-file your federal first, you'll have to wait until that return has been accepted before you can e-file your state.
For TurboTax desktop:
With your return open, select the State Taxes tab near the top. This will take you to the state section and you can proceed from there.
I did this and it did not work. Turbo tax says I have to select a federal return first.

Is this issue resolved. We're in an endless loop at trying to file state tax return. We've paid to efile but it won't work. None of the solutions in this thread work. Would be glad to paper file but want a refund of the efile fee.

The released a program update (sorry don’t remember the number or the date) that corrected the issue for me. All that I had to do was to do the ‘program update’ message when bringing the program up. After the update I did the ‘check status’ and the went back to the ‘efile’ tab and was successful. Understand your frustration, hopefully it’ll work out.
After a phone conversation with a TT tax specialist, the state return has hopefully been corrected. Upon re-entering the program, TT indicates that neither return has been e-filed and then requires that both be e-filed together. Since e-filing an already accepted federal return again may cause more problems, how is it possible to e-file the state separately? I have tried the obvious 'print and mail' the federal return then e-file the state - but, that option is not available. I can create a PDF and print out the state for mailing - but have already paid for e-filing. This also appears to have been a problem with the 2020 TT program. What's the solution?
