Does TurboTax automatically allocate in-state vs. out-of-state interest & dividends for muni funds for State returns?

No, the program has no way of knowing the correct allocation until you tell it.  On the screen after you enter the 1099-INT, you have to choose my state does not tax all this interest and go from there.
