Does a Hawaii resident who had no income in 2016 have to file a tax refund?

This person has been unable to work due to health issues. Since she had no income, does she have to file a return?  She lives with me.

If they have no income they have no filing requirement.  

The filing requirement for 2016 is $10,350 (standard deduction of $6,300 and personal exemption of $4,050).  Unless there is self-employment income of over $400.
