Do you add box 17 & 19 for State & Local Tax deductions?

Boxes 17 and 19 of form W-2 show respectively state and local income taxes withheld. You must enter them in TurboTax to get the credit for the amounts withheld.

I do not know where to put the box 17 amount?

The amount from box 17 goes on your federal return when you enter your W-2 and it will carry over to the state return.
