Do we need to submit a statement with the CA state return that my wife(nonresident) and I(US citizen) elect to file jointly and claim her as a resident, like the federal?

No, you do not have to make an indication of this on the California state tax return.  The FTB will accept the federal ITIN is she already has one, if not you will have to write in "APPLIED FOR" and mail the return.
