Do my unreimbursed tuition payments (I received a 1098-T) change my Illinois income tax?

If I am an Illinois resident attending my local county Community College and pay my tuition out of pocket and have no scholarships or education grants do I get a tax break on my Illiois income taxes?  I have a 1098-T from the College of Dupage showing I made tuition payments in 2020,

You qualify for a federal credit but IL does not have a college credit. See Does Illinois allow a credit or deduction for college expenses:

No. Illinois does not allow any deductions or credits for college tuition or expenses.
