Do I still need to file a state tax return if my California refund is $0?

Yes, you are required to file a California state return even if you don't owe/$0 refund. The state of California requires a state tax return to be filed if the following is true:

  • You are required to file a federal return
  • You received income from a California source
  • You have income above a certain amount (please view this link to see the income filing requirement for your residency status)

Do all 3 of those requirements have to be filled or just one? I am filing a federal return but I have not received any income from a California source due to unemployment. I am just confused since my CA refund is zero. I thought I don’t have to submit a state return as a result?
