Do I need to sign the Copy of my federal return attached to my state returns?

I submitted my Federal Return Electronically. However, due to specific types of income, I need to paper file my state returns in Illinois and California. However, both Illinois and California require a copy of my Federal Return.

When attaching a federal return to State returns:

1) Do I need to sign and date the federal returns when attaching it to my state returns

2) The federal returns also request a pin number near the signature, do I need to provide that when attaching it to state returns?

You do not need to sign your federal copy.  It is attached as a reference for the state.  You do not need to prove a pin number either.
