Do i need to file a non resident return if i live in washington and work in oregon under the railroad act

When I finished E-filing my federal form, the info stated that I did not have to file in Oregon because I live in Washington, but did not tell me I had to file a non-resident form for Oregon is that true?

It depends.  If your home base for work is Washington, then all of your income would only be taxable to Washington, (which, of course has no state tax).  If the railway you work for travels to Oregon, you are not taxed there because of DOT regulations.  Your work is not considered to be Oregon based when you are only travelling there by railway for work.  However, if your home base is in Oregon (you have to drive to Oregon, which is where you start from), then your income would be taxed in Oregon.

In general, as a DOT worker, you only pay tax in the state from which your work generates (usually your resident state).  You are not required to report income to or be taxed in states that you work in along the way in connection with your transportation duties.
