Do i have to wait for md to refund my witheld taxes ad ten pay my dc income taxes

Do I have to wait for non resident full refund from state of Md.

and then pay my DC taxes(my actual residency). This means paying DC taxes out of my own pocket in order to meet DC tax filing deadline.

Yes, it does mean that.  You can wait to pay which would produce a small amount of interest, but don't wait to file because there is a late filing fee that you don't need.  File the return without payment if you must, or send what you can with the return.  By the time you get a letter requesting the balance you should have your refund from your nonresident state.

You can use the information below to file a form with your employer so they can withhold the right state or no state at all.
