Do I file as a resident of MA or NJ?

I have been renting an apartment in MA for over a year, and have been out of school for the same amount of time and I am working full time. My legal address, the one on my license, is in New Jersey. Which state should I say I am a resident of? I was in NJ for maybe a total of 3 weeks in 2018. No real intention of moving back.

You answered your own question.  The address you have on your driver's license does not necessarily indicate where you are a resident.  In fact I believe that MA may consider you as driving without a valid license since you did not get a MA license within 60-90 days after moving to MA.  You also need to re-register your car in the same time period
