. Do i add my husbands income when filling a non resident state return? (I work in de ) And if we owe money in both states should I get a credit for pa return ?

So it sounds like you are PA residents and you work in DE. Okay, so a PA resident return and a nonresident DE return. Happens all the time.

DE can tax only your income earned there so be sure to allocate as DE-source income only your income on the TT/DE return. Complete that return first. Then prepare your resident PA return, which gets to tax all of your income, so that TT/PA can get the info it needs from the completed DE return to prepare the Other State Tax Credit (or whatever PA calls it) for some or all of the DE tax on the income that both states are taxing. This prevents double taxation.
