Didn't receive state tax (Illinois) for 2017 and 2018 but did receive federal for both years?

Asking for a friend she receives her federal tax return for both years but hasn't been able to get her state taxes because it's telling her to refile state again. She has double-checked her information but when she files again it always gets rejected prompting her to e-file again. Does it have to do something with TurboTax or is it an error? Can she still get her state tax return if she files this year?

2017 and 2018 cannot be e-filed now.  E-filing for those years is permanently closed.  In order to file a return for 2017 or 2018 the return must be printed, signed and mailed--each year in its own separate envelope.

 

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
