Did you apply your 2016 Arizona tax refund to your 2017 Arizona tax what does this page mean. listed az refund on fed. do i answer yes or no?

That means did you have Arizona keep your 2016 refund to be an estimated payment towards 2017 return.  If you got your 2016 refund deposited then you didn't apply it to now.
