College child worked in another state and withheld that state income tax

My college child worked in another state and they withheld state and local tax.  Do I file in the home state and pay the tax and they asked for refund in other state or do I file in both states but claim the income in the other state and not in the home state?

assuming your son's domicile is in his home state you first prepare the nonresident state return. then the resident state return. on the resident state,  he should get credit for part or all of the taxes paid to (actual tax liability) the nonresident state. TurboTax requires the nonresident state to be prepared first so the proper credit is computed for the resident state.
